石油资源自身稀缺性,政府对石油行业的管制,以及国企石油企业的技术垄断优势和我国反垄断法规的不完善,这些都是造成我国石油行业垄断的主要原因,因此,如何打破石油行业垄断,形成竞争性市场格局,是我国石油行业面临的首要难题,我们应从完善反垄断法律规范和机构、改变政府职能、提高民企创新能力等方面着力规制我国石油垄断,从根本上打破石油行业垄断,形成竞争性市场格局,只有这样才能更好的服务于人民。
The scarcity of oil resources, the government’s control over the oil industry, the technological monopoly advantage of the state-owned oil companies and the imperfect antitrust laws and regulations in our country are the main reasons for the monopoly of China’s petroleum industry. Therefore, how to break the monopoly of the petroleum industry, Forming a competitive market pattern is the primary challenge for China’s petroleum industry. We should try our best to regulate the monopoly of petroleum in China by improving the legal norms and institutions of antitrust, changing government functions and enhancing the innovation capability of private enterprises. We should fundamentally break the monopoly of the petroleum industry and form Competitive market structure, the only way to better serve the people.
