本文运用劳动经济学相关知识,通过模型的创建,分析了城市劳动力和农民工之间的就业替代关系。得出在零替代状况下,对农民工实行歧视性就业政策并没有增加城市劳动力的就业量,反倒使得农民工就业成本上升,就业量减少;在替代情况下,尽管实行歧视性就业政策增加了城市劳动力的就业,但这是以农民工福利损失为代价的,而且社会总福利也会减少。在此基础上,本文提出了改革歧视政策的对策建议。
This article uses knowledge of labor economics, through the creation of the model, analyzes the employment substitution between urban labor and migrant workers. The conclusion is that under the condition of zero substitution, the implementation of discriminatory employment policies on migrant workers did not increase the employment of urban labor force, but on the contrary, the employment costs of migrant workers increased and the employment volume decreased. In the alternative, despite the increase of discriminatory employment policies Urban labor employment, but this is the loss of welfare for migrant workers at the expense of, and the total social welfare will be reduced. On this basis, this article puts forward countermeasures and suggestions on reforming discrimination policies.
