城镇供水和排水是城市生存和发展必不可少的基础设施,中国水资源匮乏,水污染严重,城市缺水形势严峻。目前有300余个城市缺水,日缺水量1000万吨以上。目前我国排水普及率仅为61.5%,而且排水设施能力不足,大部分未经处理的污水就近排入水体,造成严重的水污染,危及城市饮用水水源和居民健康,严重影响人类住区的可持续发展。给水水质与居民生活和生产密切相关,
