人类的经济活动,对自然景观的改变起着主导作用。由于长期对自然资源的不合理开发利用,破坏生态平衡,因此出现了如物种绝灭、自然资源日趋减少、环境污染等带普遍性的社会问题,同时也引起了世界各国对解决这些问题的极大重视。人们越来越意识到不论是为长远利益还是当前利益,在开发和利用自然资源的同时,都必须加强对自然资源的保护与管理,并为此采取了各种措施。建立自然保护区便是其中之一。 目前,世界上很重视建立自然保护区的工作。自二次大战以来,相继建立了许多自然资源保护组织和各类型的自然保护区。现在有些国家,如美国、西德、扎伊尔、肯尼亚、坦桑尼亚等,自然保护区的面积已达国土面积的10%以上,个别国家如日本,甚至达到25%。自然保护区所占国土面积的比例,以及管理和利用水平,已上升到衡量一个国家科学文化水平标志
