科层制是近代管理行政发展的必然结果,它是服务于效率追求的。但是,由于它的层级制、专业化和形式合理性,往往并不能真正实现效率目标。在20世纪,存在着各种各样完善甚至否定科层制的方案,但是,都没有真正实现对科层制的超越。其实,超越科层制的切入点应当是对行政人员道德价值的关注。只有充分理解了行政人员的道德生成机制和作用机制,才能设计出行政人员道德实践得以发生的制度。而且,从当下的现实来看,根据行政人员道德实践的要求而进行制度设计的时机正在到来。
Bureaucratic system is the inevitable result of the modern administration and administration development, it is to serve the pursuit of efficiency. However, because of its hierarchy, specialization and formal rationality, efficiency goals are often not truly achieved.
