The so-called integration is an alliance way. A successful alliance requires the allies to strike a balance between the three major relationships: the strength of the two parties; the integrity and mutual trust; the balance between the interests of alliances and the interests of other parties. In May 2007, Qingdao Port and Rizhao Port joined forces to jointly operate container terminals, targeting at 2 million TEUs in 2010. Prior to the consolidation of Qingdao Port and Weihai Harbor has highlighted the effectiveness of the joint venture in only one year container throughput increased by 70%. At this point, the “one Hong Kong and two wings” strategic pattern will boost Qingdao Port’s dream of realizing “Northeast Asia International Shipping Center ”. In fact, the blueprint for “center” is more than Qingdao port. From Busan Port to Yokohama Port, from Dalian Port to Tianjin Port. Experts predict that in the next 5-10 years, Northeast Asia will be born after the race to create a new international shipping center. This center can by no means be a single port, but only a certain port as the core of the combined port.
