第一章总则第一条为救济失业工人,减轻其生活困难,并帮助其逐渐就业转业起见,特制定本办法。第二条救济失业工人,应以工代账、生产自救为主,而以举办转业训练、帮助回乡生产及发放救济金等为辅助办法。第三条救济范围,原则上暂以各国营、私营、合作社经营的工商企业及码头运输事业中的工人在解放以后失业者为限。
Chapter I General Provisions Article 1 These Measures are formulated in the light of the relief of unemployed workers, the alleviation of their living difficulties and their gradual employment. Article 2 For the relief of unemployed workers, they should rely mainly on work-related debit and self-help for self-help. They should supplement such measures as organizing home-for-work training, helping them to go back to their native areas and issuing relief funds. Article 3 The scope of remedies is, in principle, temporarily imposed on unemployed workers in the industrial and commercial enterprises and wharf transport operators run by state, private and cooperative organizations.
