事件背景:河南省新郑市的国家级森林公园始祖山上建起了一个号称是“华夏第一祖龙”的建筑物,依照设计规划,龙身全长21米,高9米,宽29.9米,为钢筋混泥土结构,龙身上将镶满汉白玉或镀金鳞甲,吸引游人在鳞甲上刻字赚钱,龙腹内将建成娱乐场所。“祖龙”5年中建建停停,现在已基本成型。由于这一工程项目的选址、目的、审批、环保等暴露出的一系列问题,引发了社会舆论的极大争议。2007年3月28日,这项工程被当地政府叫停。4月3日,国家环保总局认为该项目是典型的“未批先建”,必须停工听候处理;国家林业局认为始祖山总体规划肤浅,不得在此兴建永久性设施。
Event Background: In the national forest park of Xinzheng City, Henan Province, ancestral hill was built in a building called “the first Chinese ancestral dragon”. April 3, the State Environmental Protection Administration that the project is a typical “non-batch construction” must be suspended pending treatment; the State Forestry Administration that the great ancestral general plan shall not be built in this permanent facilities.
