一、村镇建设经费无渠道 村镇建设量大面广任务重,需要有一笔可观的启动资金,用于规划编制或调整、拆迁安置、土地划拨、变更及基础设施投入、村镇管理等。这些钱从何处来,是农村小城镇建设的首要难题。河北省一些地方的党委、政府的决策者们面对现实也是一愁莫展。由政府投资?财政拮据是相当一些县的突出予盾,每年收入连行政干部工资都无法保证。找银行借贷?全省国营、集体企业新、扩、改项目建设资金还供不应求,仅保定地区蠡县去年贷款就近60亿元,何以能再借资金用于集镇建设?其他的辅助措施也只是杯水车薪。因此,有的省、市就采取收费的方法解决村镇建设的资金来源。

Therefore, some provinces and municipalities have adopted fee-based methods to solve the funding sources for the construction of villages and towns.
