我国企业计量工作定级是在1984年总结贯彻《全国厂矿企业计量管理实施办法》的基础上,由国家计量局颁发了《工业企业计量工作定级升级办法（试行）》而开展起来的。计量定级升级工作的开展极大地促进了工业企业计量工作的发展,也是国家加强企业计量工作实施监督、帮助和促进的有力措施。1990年国家技术监督局在总结计量定级升级的基础上,按照《计量法》对企业计量工作的要求修订了计量定级升级管理办法,颁发了《企业计量工作定级升级管理办法》。将计量法制管理对企业的要求列为企业申请计量工作定级升级的基本条件,从而把企业开展计量定级升级工作与实施《计量法》紧密结合起来,对推动和促进企业贯彻计量法起到积极作用。
