乐东县三平乡镇抱隆村1990年前是一个黎苗族聚居的贫困山区村。全村共有7个自然村,10个村民小组,282户,1437人,其中苗胞61户,340人。1990年以来,村党支部始终坚持“两手抓、两手都要硬”的方针,把社会主义精神文明建设摆到更加突出的位置,坚持不懈地开展群众性精神文明建设活动,大大促进了村民素质的提高和党风、政风、民风的好转,有力地推动了农村经济的发展。1996年,全村社会总产值高达460万元,为1990年的3.83倍,年均增长47％。1990年起,村党支部和村委会连续五年分别被评为县先进党支部和文明单位标兵;1993年起连续被评为县社会治安综合治理先进单位和计划
