1日,美国一架军用侦察机在我国海南岛近海海域上空活动时撞毁了对其进行跟踪监视的我军用飞机。我国政府已就此向美国政府提出了严正交涉和抗议。2日至3日,全国社会治安工作会议在北京举行。江泽民主席发表重要讲话,对开展“严打”整治斗争提出了明确要求。2日至4日,全国整顿和规范市场经济秩序工作会议在北京召开。朱镕基总理强调,要尽快从根本上扭转市场经济秩序比较混乱的局面,努力开创我国改革开放和现代化建设的新局面。4日,我就日本历史教科书问题发表谈话,对日本政府无视历史事实、执意通过美化侵略的历史教科书的行为表示强烈的不满和谴责。
