当前 ,以满足国家供水、防洪、水力发电、灌溉和航运的需要为目的的水资源规划与开发需要更多地考虑环境要求及规定。水资源开发常常是对环境有利的 ,但是当涉及鲑鱼和其他濒危物种时 ,也可能是有害的。作为国家目标 ,环境必须受到保护 ,有些情形下要恢复重建 ;但是 ,如何将环境保护与其他有关国计民生的目标结合起来呢 ?这个问题已经引起了许多工程师和水科学家们的关注。因此 ,1998年 6月在芝加哥举行了关于这个问题的国家会议 ,把它作为美国土木工程师学会水资源规划与管理年会和环境工程年会的一部分。在会议结束后 ,一些研究水资源具有卓越成就的工作者举行了一次后续会议。这次会议所作的结论是 ,政府必须建立一个包括各个州在内的新形式的跨部门机构 ,以此作为国家协调此问题的重要手段
At present, planning and development of water resources for the purpose of meeting the needs of national water supply, flood control, hydroelectric power generation, irrigation and shipping require more consideration of environmental requirements and regulations. Water resource development is often environmentally friendly, but it can also be detrimental when it comes to salmon and other endangered species. As a national goal, the environment must be protected, and in some cases, reconstruction should be resumed. However, how to combine environmental protection with other goals concerning the national economy and the people’s livelihood? This issue has drawn the attention of many engineers and water scientists. As a result, a national conference on the issue was held in Chicago in June 1998 as part of the annual meeting of the American Society of Civil Engineers Water Resources Planning and Management and Environmental Engineering. After the meeting, a number of follow-up meetings were held with workers who had made outstanding achievements in water resources. The meeting concluded that the government must establish a new form of cross-sectoral institutions, including all states, as an important means by which the state can coordinate this issue
