《国务院关于建立城镇职工基本医疗保险制度的决定》(国发[1998]44号,以下简称《决定》规定:“医疗保险制度改革的主要任务是建立城镇职工基本医疗保险制度,即适应社会主义市场经济体制,根据财政、企业和个人的承受能力,建立保障职工基本医疗需求的社会医疗保险制度”。
