文章认为，知识经济的兴起，使原有的生产要素、资产形态、经济增长方式、生产方式、思维方式乃至领导决策发生了重大变化。科技创新是知识经济发展的核心，科技创新的速度、水平、方向决定着知识经济发展的成败。人才开发是知识经济发展的关键，我国只有在人才发展总量、素质等方面取得突破，初步建立一支门类齐全、实力强劲的人才队伍，才能为现代化建设事业提供人才保障。全民教育是发展知识经济的基础，为此，必须认真改革我国的教育制度
The article holds that the rise of knowledge economy has changed the original production factors, asset patterns, economic growth patterns, production patterns, ways of thinking and even leadership decisions. Scientific and technological innovation is the core of the development of knowledge-based economy. The speed, level and direction of scientific and technological innovation determine the success or failure of the development of knowledge-based economy. Talent development is the key to the development of a knowledge-based economy. Only by making breakthroughs in the total amount of talent development and quality, China has initially established a contingent of competent and capable personnel to provide talent protection for the modernization drive. Education for all is the basis for the development of a knowledge-based economy. To this end, we must conscientiously reform our education system
