承包商认真准备每一次投标都需要发生很多费用,即投标成本。但投标人的数量越多,中标的概率越小,投标的成本累积越多。从商业角度讲,这些累积的投标成本最终将转嫁给有朝一日中标的项目,从而大大抵消招投标带来的投资节约。因此,招标人应通过合理控制投标人数量防止过度竞争。就投标人数量进行了分析,并结合行为科学的有关理论对目前我国工程招标中投标人数量的上限水平给出了建议。
The contractor carefully prepares every bid for a lot of expenses, ie, the cost of the bid. However, the more the number of bidders, the smaller the probability of winning the bid, the more the cumulative cost of the tender. From a commercial point of view, these accumulated bid costs will eventually be passed on to the one-day winning projects, greatly offsetting the investment savings associated with bidding. Therefore, the tenderee should prevent over-competition by reasonably controlling the number of bidders. Based on the analysis of the number of bidders, combined with the relevant theory of behavioral science, the author gives suggestions on the upper limit of the number of bidders in current project bidding in our country.
