In his report on the National Health Work Conference in 1992, Minister Chen Minzhang pointed out the main task of health work in 1992 and pointed out that the spirit of the “Decision” of the Eighth Plenary Session should be followed, and the prevention and health care should be further strengthened to promote the development of rural health work. The 8th Plenary Session of the 13th CPC Central Committee decided that the overall goal of Article 2 put forth the requirements of “improvement of the health level and the development of public welfare undertakings”. Article 32 proposed that the rural health work should “insist on the patriotic public health campaign and pay close attention to rural medical care.
