根据《国务院关于鼓励和引导民间投资健康发展的若干意见》(国发[2010]13号)和《国务院办公厅关于鼓励和引导民间投资健康发展重点工作分工的通知》(国办函[2010]120号)精神,为了积极推动民间投资参与国有企业改制重组,现提出以下意见:一、坚持毫不动摇地巩固和发展公有制经济、毫不动摇地鼓励支持和引导非公有制经济发展,深入推进国有经济战略性调整,完善国有资本有进有退、合理流动机制。
According to the “Several Opinions of the State Council on Encouraging and Guiding the Healthy Development of Private Investment” (Guo Fa [2010] No. 13) and the Circular of the General Office of the State Council on Encouraging and Guiding the Division of Key Workings in the Healthy Development of Private Investment (Guo Ban [2010] 120), in order to actively promote private investment in the restructuring and reorganization of state-owned enterprises, I hereby put forward the following opinions: First, we will unswervingly consolidate and develop the public-owned economy and unswervingly encourage and support the development of the non-public-owned economy and further promote the development of the state- Strategic economic restructuring, improve the state-owned capital there are retreat, the rational flow mechanism.
