不能把承包制与物价改革对立起来:认为搞物价改革就是否定承包制,或者搞承包制就必须物价改革缓行。承包也有一个完善的问题,如果承包完全不能变,深化改革就成了空话。价格变了,要强调自我消化,但升降过大的,该调基数的还应当调,调不是否定基数,而是使基数合理化。不能把这看成是对承包的否定。事实上现在一些包亏的企业,并没有负亏。不能以既得利益的方式处理改革问题。价格改了,必然有损有益,竞争机制应是优胜劣汰。优劣不分、优劣统保总不是长久之计。讲经济效益,要兼顾各方,既讲局部利
