Comrade Jiang Zemin pointed out in the report of the 16th CPC National Congress: “The party must shoulder its historic responsibility of promoting social progress in China and must always firmly grasp the top priority in developing this country in power and ruling.” Studying and conscientiously implementing this important thought has great theoretical and practical significance not only for party building but also for further improving state-owned enterprises.
