各市、县(市、区)人民政府,省政府直属各单位: 根据《国务院批转国家林业局关于各地区“十一五”期间年森林采伐限额审核意见的通知》(国发〔2005〕41号)和国家林业局的要求,现就做好“十一五”期间森林限额采伐工作有关事项通知如下: 一、依法规范采伐管理,严格执行森林采伐限额制度省政府下达给各地的采伐限额总量和各分项指标,是每年采伐胸径5厘米以上林木的最大限量,各地必须严格执行,不得突破。采伐总限额在2000立方米以上的县(市、区),要及时将采伐限额分解下达到乡镇。各县(市、区)因征占用林地、自然灾害等原因,可以单列少量的采伐
According to the “Circular of the State Council on Approving the State Forestry Administration’s Examination Opinion on the Annual Forest Cutting Quota during the Eleventh Five-Year Plan Period” issued by the State Council (Guo Fa [2005 No. 41) and the requirements of the State Forestry Administration, we hereby notify you of the following matters concerning the logging quota for the forest quota during the 11th Five-Year Plan period: 1. Regulate the harvesting management according to law and strictly enforce the system of quota for forest harvesting The total amount of logging quotas and the various sub-indices are the maximum limits for cutting forest trees above 5 cm in diameter each year. All localities must strictly implement these laws and shall not break through. In the counties (cities and districts) that have a total quota of more than 2,000 cubic meters, the quotas of logging should be distributed to the towns and townships in time. Counties (cities, districts) may requisition a small amount of logging for their occupation of forest land and natural disasters
