在建立完善社会主义市场经济体制的条件下,搞好党的自身建设是全党全国人民十分关注的一件大事。十几年来我国经济建设有很大发展,人民的生活水平有很大提高,这是有目共睹的事实。但是党的状况仍然值得高度重视。小平同志曾告诫全党:“经济建设这一手我们搞得相当有成绩,形势喜人,这是我们国家的成功。但风气如果坏下去,经济搞成又有什么意义?会在另一方面变质,反过来影响整个经济变质,发展下去会形成贪污、盗窃、贿赂横行的世界。”所以加强党的建设,关系到党在人民群众中的声誉和威望、关系到政治的稳定和经济的发展、关系到四化建设的成败、关系到党和国家的生死存亡。
