山西省卫生计生委主任卫小春分级诊疗制度是一项全局性的制度安排。只有抓住分级诊疗这个关键点,改革才能更好的推进。2016年,山西省将以山西新农合分级诊疗、医联体建设为主要载体,全面推进分级诊疗制度建设。当前,山西省医疗卫生服务体系薄弱、优质医疗资源整体不足、城乡区域发展不平衡的问题仍然十分突出,基层卫生专业技术人员数量短缺、青黄不接、结构不合理问题尚未得到根本扭转。因此,在推进分级诊疗工作中亟待破解这些深层次矛盾和问题。
Wei Xiaochun, director of the Health and Family Planning Commission of Shanxi Province, is a holistic institutional arrangement. Only by grasping the key point of the classification and treatment can the reform advance better. In 2016, Shanxi Province will take Shanxi NRCMS grading diagnosis and treatment as the main carrier, and promote the construction of grading diagnosis and treatment system in an all-round way. At present, the medical and health service system in Shanxi Province is weak, the overall shortage of high-quality medical resources is insufficient, and the unbalanced development between urban and rural areas remains outstanding. The shortage of grassroots health professionals, the lack of greenness, and the irrational structure have not yet been fundamentally reversed. Therefore, it is urgent to crack these deep-rooted contradictions and problems in promoting the grading of medical treatment.
