防汛、防旱、防风工作,关系到社会稳定和人民生命财产安全,关系到经济建设的顺利进行。因此,三防工作按照“安全第一,常备不懈,以防为主。全力抢险”的工作方针,加快建立、健全各种规章制度,搞好基础设施的建设,利用先进的科学技术指挥、调度防灾、抗灾工作,尽可能地减少水、旱、风灾害的损失。 几年来,在中央和各级政府的重视下,我省三防工作在正规化、规范化、现代化的建设中做了大量工作,取得了一定成绩,并在防灾、抗灾和救灾工作中发挥了显著的作用。
