在党的群众路线教育实践活动中,河北省财政厅国库支付局把支付电子化管理试点工作作为提质提效、提高服务水平、降低行政成本的重要举措。通过不断完善支付电子化业务流程、制度体系和系统建设,国库集中支付电子化管理试点工作顺利实施。全省省级2270家预算单位、11家代理银行,直接支付、授权支付和实拨业务全部实现电子化管理。本刊记者专访了河北省财政厅副厅长赵文海,探讨河北国库集中支付电子化管理的做法和改革方向。
