卫生执法文书制作是卫生监督工作中的一项重要内容,制作规范的文书能在卫生监督工作中发挥重要的法律效力。但是,在日常卫生监督工作中,经常发现一些制作不规范的文书。为此,我们搜集了500份由基层卫生监督员制作的文书,其中现场卫生监督笔录300份,卫生监督意见书100份,行政处罚案件结案单50份,卫生行政处罚决定书50份。现将发现问题总结如下:1 首部事项填写不规范 300份笔录中有76份没有写明被监督单位的全称并且与其它文书中所记录的单位名称不符,这种情况不仅造成无法按规定的时间发证,而且对行政相对人卫生监督无法实施。地址不详的50份,52份执法主体不明确,主要是将南开区卫生局卫生监督检查队写成了南开监督检查队,另有20份卫生监督类别填
The production of health law enforcement documents is an important part of health supervision work. The production of standardized documents can play an important legal role in health supervision. However, in the daily health supervision work, some irregularly produced documents are often found. To this end, we collected 500 copies of documents produced by grassroots health supervisors, including 300 on-site health supervision records, 100 health supervision opinions, 50 administrative punishment cases, 50 health administrative penalty decisions. The findings are summarized as follows: 1 The non-standardized filling of the first part of the 76 transcripts of 76 records did not specify the full name of the supervised unit and was inconsistent with the names of the units recorded in other instruments. This situation not only caused the failure to meet the prescribed time limit. Issuing certificates, and the administrative supervision of the health of relatives cannot be implemented. The 50 law enforcement entities with 50 unknown addresses are unclear. They mainly wrote the Nankai District Health Supervision and Inspection Team as Nankai Supervision and Inspection Team, and another 20 categories of health supervision and inspection.
