黑龙江省七台河市桃山区位于市区中部,辖区总面积78平方公里,人口15万,是七台河市市委、市政府及七煤集团公司所在地,也是七台河市的政治、经济、贸易中心,刑事案件年发案近1000起,案件质量高、影响大,重特大刑事案件占发案的50％。七台河市公安局桃山分局现有民警133人,其中刑警34人,刑警占25.6％。1999年7月,桃山公安分局实行了侦审合一,并建立起两个覆盖社会面的责任区刑警中队。改革之初,由于受地区经济的制约,两个责任区刑警中队没有独立的办公用房。办公用房成为困扰中队规范化建设的首要问题。为此,七台河市公安局党委书记、局长李伟东、副局长安庆华,桃山公安分局党委书记、局长李波元、副局长孙耀武多次与有关部门协调,以长期租用和出资购买的方式解决了两个中队的办公用房问题。现在两个中队独立办公,审讯室、留置室、物证室、小食堂、会议室等一应齐全,每个探组有一间办公室和一辆机动车,每个侦查员配一部手机,每个中队都有两台以上计算机并与公安网络联网。
