为了更好地贯彻毛主席“预防为主”的方针,落实国务院、中央军委〔71〕国发13号文件精神,根据上级指示,我部于1971年11月开始在两个连队采取综合性措施进行预防感冒的试点工作,其中一个连队定期加服中草药。经4年的观察,两个连队感冒发病率明显下降。并已在全部队初步推广,取得了一定的效果,感冒发病率从1971年的64.5%下降至1975年的11.1%。其它几种主要传染病发病率也逐年下降,从而进一步提高了广大指战员的健康水平,保障了战备、施工、训练等各项任务的完成。
In order to better implement the principle of Chairman Mao’s “prevention first” and implement the spirit of the document No. 13 of the State Council and the Central Military Commission [71] issued by the State Council, according to instructions from the higher authorities, our ministry began to consolidate the two companies in November 1971 Sexual Measures Conduct pilot work on the prevention of colds, one of which is regularly given herbal supplements.
