全国研究所联谊会第10次科技体制改革研讨会于1990年7月18日～23日在昆明市召开。参加会议的有来自全国农、林、医科研院所的领导和管理干部83人,中央办公厅、国家科委、农业部、卫生部、云南省科委等有关领导应邀到会,就有关农业、卫生系统科技体制改革问题作了专题讲话,并听取了与会代表的有关意见与建议,受到农、林、医科研所代表们的欢迎。农、林、医科研机构属于社会公益型机构,其科研工作是服务于社会,服务于人民的,工作成果集中体现在社会效益上,而且研制周期长、风险大、投资强、见效慢。这些年来,农、林、医研究院所与其他行业研究所一样,克服了重重困难,在科研经费严重不足的条件下,为求生存,
The 10th Symposium on Science and Technology System Reform of the National Institutes Association was held in Kunming from July 18 to July 23, 1990. 83 leaders and management cadres from the national agricultural, forestry and medical research institutes participated in the conference. Over the years, agricultural, forestry and medical research institutes, like other industry research institutes, have overcome many difficulties and, under the condition of a serious shortage of scientific research funding, they seek to survive,
