无为而治产业集群发展具有的系统缺陷和市场失灵问题,要求政府在相应的领域发挥作用。同时产业集群作为一种组织形式对经济发展具有十分重要的作用。但是,目前我国的产业集群基本上都是由市场自发形成的,产业集群作为一种新的发展道路没引起足够的重视,因此,需要政府弥补的系统缺陷和市场失灵,没有得到及时的弥补。目前有关产业集群发展的国家战略和政策,城市战略和政策,行业战略和政策都还不清晰和健全。由于政府的不作为导致公共产品和服务的缺乏,缺乏有效的政府监管,集群内交易成本大幅增加。一些产业刚刚萌芽或产生的产业集群,可能由于缺乏公共支持而很快夭折。
The system defects and market failures that the development of industrial clusters have to be done without doing anything require that the government play a role in the corresponding fields. At the same time, as an organizational form, industrial clusters play an important role in economic development. However, at present, the industrial clusters in our country are basically formed spontaneously by the market. As a new development path, industrial clusters have not given enough attention. Therefore, the system defects and market failures that the government needs to make up for have not been compensated in time. At present, the national strategies and policies, urban strategies and policies, industrial strategies and policies on the development of industrial clusters are still unclear and sound. Due to the government’s inaction leading to the lack of public goods and services and the lack of effective government regulation, the intra-cluster transaction costs have increased substantially. Industrial clusters that have just emerged or spawned in some industries may soon die because of a lack of public support.
