随着工业化、城镇化进程不断加快,农业领域发生了新的变化,大量农村劳动力向城镇转移,农业生产成本逐步攀升,农业产出效益不断下降。同时,新型农业经营主体不断涌现,农业生产环节服务需求上升。从根本上来说,当前要使农业生产力和生产关系相适应,就必须用新的生产关系和先进的生产力相匹配,通过开展农业服务规模化推进农业现代化发展。文章以山东省供销社系统开展农业生产全程社会化服务机制创新为例,系统总结了其创新做法,培育经营服务主体,开展土地托管服务,建设为农服务中心,建立为农服务协同体系,探索以服务规模化推动农业现代化的新路子。最后,提出应处理好公益性与经营性的关系、服务平台布局与功能的关系、供销社系统与涉农部门的关系、服务主体与基层组织的关系,助推农业服务规模化健康持续发展,加快现代农业发展步伐。
With the industrialization and urbanization accelerating, new changes have taken place in the field of agriculture. A large number of rural laborers have been transferred to cities and towns, the cost of agricultural production has gradually risen, and the output benefit of agriculture has been declining. At the same time, the main body of new types of agriculture is constantly emerging and the demand for services in agricultural production is on the rise. Fundamentally, at present, in order to adapt agricultural productivity to production relations, we must match the new productive relations with advanced productive forces and promote the development of agricultural modernization through carrying out the scale-up of agricultural services. Taking Shandong Province Supply and Marketing Cooperative system as an example, this paper summarizes its innovations, systematically sums up its innovative management practices, fosters the main business operators, develops land management services, builds service centers for farmers and establishes a synergy system for agricultural services. To serve the large-scale modernization of agriculture to promote the new path. Finally, it is proposed that the relationship between public welfare and business operations, the relationship between service platform layout and functions, the relationship between supply and marketing cooperatives and agriculture-related departments, the relationship between service providers and grass-roots organizations, and the healthy and sustainable development of agricultural services should be promoted. Accelerate the pace of development of modern agriculture.
