在批判理性决策模型的基础上构建的渐进决策模型,希冀通过参与主体的广泛性,价值偏好的彼此明晰来调试不同利益主体对未来政策的要求,从而在妥协的的基础上达成最广泛的一致。在中国目前利益集团话语权日趋凸显,不同集团利益分歧日趋增大的情形下,数年来3G公共政策形成过程中所遭遇的种种困境,正是渐进决策模型的精准体现。而我国移动通信产业在未来的发展,应当有自己清晰而坚定的思路。
