公立医院与企业社会责任的内涵不同,公立医院更多的是承担公益性的社会责任。目前在我国公立医院管理的委托代理关系中存在委托人不明确,激励机制不合理,监督机制不完善等问题。要使公立医院履行好公益性的社会责任需要建立管理公立医院的专门机构履行委托人职责,建立合理的补偿机制,构建对代理人合理的激励机制,在医护人员中树立公益性的价值观念。
The connotation of public hospitals and corporate social responsibility is different, public hospitals are more responsible for public welfare social responsibility. At present, the principal-agent relationship in the management of public hospitals in our country is not clear, the incentive mechanism is not reasonable, the supervision mechanism is not perfect and so on. To enable public hospitals to fulfill their social responsibilities of good public welfare, it is necessary to set up specialized agencies to manage public hospitals to fulfill their responsibilities as trustees, establish a reasonable compensation mechanism, establish a reasonable incentive mechanism for agents, and establish commonweal values among medical staff.
