我国已形成由沿海向边疆分层次逐步推进的对外开放战略格局,特别是沿海开放战略的实施,加速了这一进程,这种以沿海地区为中心,通过沿海地区的率先开放和发展带动和推动边疆地区对外开放和经济发展的战略,从某种意义上来说,对边疆地区的经济发展也可能产生许多积极的影响:(1)沿海地发展了,国家就有可能拿出更多的资金支持边疆地区经济发展;(2)沿海地区发展外向型经济对能源、原材料的需求有可能加速对边疆地区资源的开发;(3)沿海地区从国际市场上购买部分原材料会缓解国内一些重要原材料的供不应求状况,为边疆地区工业提供稳定、宽松的原材料供给条件;(4)沿海地区发展劳动密集型产品出口,有可能为边疆地区让出部分国内市场,有利于边疆地区消费品工业的发展;(5)沿海地区扩大对外
