非战争军事行动常态化财务保障机制是指为保证非战争军事行动经费供应及时、充分及高效而建立的关于非战争军事行动经费投入、分配、使用、结算的规则体系和持续稳定的运行方式。它由日常准备机制、财务决策机制、支援协调机制、经费运行机制和管理监控机制构成。其运行环节包括平时、受领任务到实施保障前、实施保障三个阶段,运行路径是平时准备—受领任务—完成任务—平时准备。
