20世纪下半叶,在经济全球化浪潮的推动下,新公共管理理论应运而生。该理论在取得成就的同时也遭遇了许多批评,新公共服务理论站在对新公共管理理论批判与反思的立场上,坚持以公民为中心,更加重视人的发展和民主参与。这些理论和实践都对公共服务的理念和相关政策的制定和实施有巨大的借鉴意义。分析新公共管理,阐述其优、缺点,研究适合公共管理发展的新服务,是当前专家急需研究的范畴。
In the second half of the 20th century, driven by the tide of economic globalization, the theory of new public administration came into being. This theory has also met with many criticisms while achieving achievements. On the standpoint of criticizing and reflecting on the new theory of public administration, the new public service theory has adhered to taking citizens as the center, paying more attention to human development and democratic participation. These theories and practices are of great reference to the formulation and implementation of the concept of public service and related policies. Analysis of the new public management, elaborating its advantages and disadvantages, and studying new services suitable for the development of public administration are the areas that the current experts urgently need to study.
