1993年,《俄罗斯联邦档案馆馆藏史料及有关档案馆、书库管理基本法》实施,规定绝大部分档案的保密年限为30年,即凡是保存满30年的档案都应依法解密公开。根据“档案法”,在前苏联“国家档案管理委员会”的基础上,组成“俄罗斯联邦国家档案管理处”,将原分属于各政府机关管理的档案馆纳入统一的国家档案管理体系,大部分政府各机关管理、保存的已满30年的档案均移交国家档案馆,对研究者开放。
