信用不但是一切商事活动的基础,而且渗透于社会经济各个领域。21世纪,人类社会进入了知识经济时代,伴随着高新技术的迅猛发展,商品交易的范围、规模和频率正在无限地日益扩大。与此同时,社会经济生活中的不确定性和风险也在逐渐增加。良好的商事信用法制环境既能降低交易成本,又能防范、减少和分散经营风险。当前,我国严重的信用危机已成为制约经济发展的障碍。因此,要保持我国经济持续高速发展,必须建立完善的信用法制环境。
