目前,由于人为因素及体制等方面原因,基层档案管理还存在许多问题,档案工作得不到有效保障,致使各种档案违法行为频繁发生。这就要求档案行政执法部门必须充分发挥自己的作用,按照法定的权限、程序和方式,对基层管理档案事务的合法性、有效性进行监督,这对贯彻实施档案法规、保障档案事业顺利健康发展具有重要意义。
