在WTO服务贸易谈判中,我国建筑业的对外承诺:一、允许外国企业在中国成立合资、合作企业,但合资、合作企业注册资本金水平应高于国内建筑企业的水平;二、合资、合作企业要承担一定比例的外资工程;三、不允许外国企业在中国国内设立分支机构直接承揽工程;四、加入WTO后3年内开始允许外商成立独资企业,合资合作企业在加入WTO后3年内开始享受国民待遇。加入WTO后5年内开始允许外商成立独资企业。这些承诺和建筑市场的开放程度,再加上我国建筑市场本身的特点,将促使外商采取合资合作形式抢占中国的建筑市场。可以预计,“入世”后不久,国有大中型施
