经国务院批准,我国进行了第一次残疾人抽样调查,并由民政部、国家统计局、国家计委、卫生部、国家教委、公安部,财政部和中国残疾人福利基金会、中国盲人聋哑人协会等部门联合组成的全国残疾人抽样调查领导小组负责统一部署。经过两年多时间的充分准备,大陆29个省、自治区、直辖市于1987年4月1日开始全面调查。在各级人民政府的直接领导和调查区各族人民的大力支持下,420个调查队、10815名队员和3万余名干部、陪调员共4万多人,逐户进行认真调查登记,至5月中旬全部完成了入户调查、复查和调查质量抽查任务。经对各省、自治区、直辖市手工汇总数据和调查质量进行综合审核,证明这次调查是成功的。现将全国手工汇总的主要数据公布如下:
With the approval of the State Council, China conducted the first sample survey of disabled persons and was conducted by the Ministry of Civil Affairs, the National Bureau of Statistics, the State Planning Commission, the Ministry of Health, the State Education Commission, the Ministry of Public Security, the Ministry of Finance and the China Disabled Persons’ Welfare Foundation, and the Chinese blind. The National Disabled Persons Sampling Survey Leading Group, which is jointly formed by the dumb association and other departments, is responsible for unified deployment. After more than two years of full preparation, 29 provinces, autonomous regions, and municipalities directly under the Central Government began conducting full-scale investigations on April 1, 1987. With the direct leadership of the people’s governments at all levels and the strong support of the people of all ethnic groups in the survey area, 420 investigation teams, 10,815 members, and more than 30,000 cadres and coordinators totalled more than 40,000 people and conducted investigations and registrations on a household-by-house basis. By mid-May, completed the household survey, review and investigation of quality inspection tasks. A comprehensive review of the manual aggregated data and survey quality of provinces, autonomous regions, and municipalities directly under the Central Government demonstrated that the survey was successful.
