行政执法责任追究机制的建构是实现责任政府、法治政府、民主政府的一条重要途径,是我国推进依法治国纵深发展的题中应有之义。行政执法责任追究机制的构建必须遵循程序公开、问责平等、依法问责等原则,在制度层面强调行政执法责任追究的制度化建设,在操作层面建立健全行政执法工作机制。
The construction of responsibility investigation mechanism of administrative law enforcement is an important way to realize responsible government, rule of law government and democratic government. It is the proper meaning of our country to promote the further development of governing the country according to law. The construction of accountability mechanism for administrative law enforcement must follow the principles of open procedure, equal accountability and accountability according to law, emphasize institutionalized accountability of administrative law enforcement at the institutional level, and establish and improve the working mechanism of administrative law enforcement at the operational level.
