无居民海岛是一种极其重要的自然资源。海南拥有200多个无居民海岛,这些无居民海岛对促进海南经济发展、提升国际旅游岛内涵,维护南海海洋权益和国家主权具有十分重要的作用。本文针对当前海南无居民海岛利用现状及存在的问题,借鉴域外无居民海岛保护经验,从立法上加强对无居民海岛的保护,实现海南无居民岛的合理开发与永续发展。
Uninhabited islands are an extremely important natural resource. Hainan has more than 200 uninhabited islands. These uninhabited islands play an important role in promoting Hainan’s economic development, enhancing the connotation of the international tourist island, and safeguarding the maritime rights and interests of the South China Sea and national sovereignty. In this paper, according to the present status and existing problems of non-resident island utilization in Hainan, learn from the experience of non-resident island protection overseas, strengthen the protection of the non-resident island from the legislation and realize the reasonable development and sustainable development of the non-resident island in Hainan.
