种子质量检验活动出具的检验结论或者鉴定意见,是处理种子纠纷的重要证据。法律对种子质量的检验机构、检验人员、检验程序和判定标准,做出了明确规定。由于人们对法律规定不能准确理解或者是为了经济利益,在执法和司法实践中,种子质量检验存在大量的违法现象,造成众多错案甚至冤案。
The conclusion of the test or the appraisal opinion issued by the seed quality inspection activity is an important evidence for handling the seed dispute. Law on the quality of seed testing agencies, inspectors, test procedures and criteria for making a clear provision. Due to the fact that people can not accurately understand the legal provisions or for the sake of economic interests, there are a large number of illegalities in the quality inspection of seeds in law enforcement and judicial practice, resulting in many wrong and even unjust crimes.
