Director, Deputy Director, Secretary General and Members: As entrusted by the Provincial People’s Government, I hereby give the following explanation on the “Regulations for the Promotion of Small and Medium-sized Enterprises in Zhejiang Province (Draft)” (hereinafter referred to as the “Bill”): I. The Necessity of Making Regulations Since the opening up, our province’s SMEs have been developing rapidly.
