军队工程建设费预算管理工作的成效直接关系到我军基础建设中军事经济效益的高低。本文针对当前军队工程建设预算管理工作出现的新情况、新问题,深入分析了其中较为突出的人员意识、部门协调、经费需求测算、动态预算机制四个方面问题,并初步研究了相应对策。对加强我军基础设施建设,促进部队战斗力提升具有重要意义。
The effectiveness of the budgetary management of military construction costs has a direct bearing on the level of military economic benefits in the basic construction of our military. In this paper, according to the new situation and new problems in the current budget management of military engineering construction, the four aspects of personnel awareness, departmental coordination, the estimation of financial needs and the dynamic budget mechanism are analyzed in depth, and the corresponding countermeasures are preliminary studied. It is of great significance to strengthening the infrastructure construction of our military and promoting the improvement of the combat effectiveness of the army.
