近几年来,我省贯彻中共中央《关于教育体制改革的决定》和《中华人民共和国义务教育法》,遵循“科教兴鲁”的战略方针,依靠人民办教育,使我省的教育事业特别是初中阶段的教育有了很大的发展。目前,全省适龄儿童入学率达到98.62%;小学毕业生升入初中的比率达到82.33%;普通高中、职业高中等高中阶段学校1992年招生36.6万人,初中毕业生升入高中阶段的比率达到36.48%。一、改革初中办学体制,调动地方办学积极性。 1983年以前,我省的初中主要分国办初中和联办初中两大类。由于财政紧张,国办初中破烂不堪,联办初中缺乏政府有效地支持和协调,规模小、条件差,经费难以筹措,联而不办的现象相当普遍,初中成了基础教育的薄弱环节,制约着教育的协调发展。从1984年起,我们着手在部分乡镇进行管理体制改革试点。当时的做法是:把国办初中下放给乡镇,联办初中收归乡镇,由乡镇政府对初中教育进行统筹规划。1985年中共中央
