以村委会选举为核心的村民自治制度的实施虽然建立起了一系列的民主程序和规则,但仍然无法很好解决民众参与积极性问题。渡头村出现的“招投标”的治理方式,以个体平等的参与公共事务,并对公共事务施加影响为主要内容,在解决民众参与公共事务积极性等方面迈出了可喜的一步,回答了基层民主在乡村“何以可能”的难题,同时也为乡村民主化治理提供了有益的启示。
