Hebei Province has 11 municipalities and 168 counties (cities and districts) with a total population of 74.7 million. It ranks as the 6th largest province of population in China with 62 key poverty-relief counties under its jurisdiction, including 45 key counties under national poverty alleviation, Taihang Mountains, Yanshan and dam for the contiguous areas of congested. In 2015, the number of poor people in establishing credit card in the province was 3.1 million, of which 1.384 million were returning to poverty due to illness.
