科技部政体司司长的梅永红指出,目前的问题突出表现为:一是宏观管理政出多门。按照我国现行科技管理体制,科技经常性工作涉及部门机构多达20多个。由于部门间的事权界定不清晰、职能交叉重叠且缺乏有效的统筹协调机制,导致科技宏观管理政出多门,部门分割、行业分割和条块分割的问题十分突出。
Mei Yonghong, director of the Department of Political Science and Technology of the Ministry of Science and Technology, pointed out that the current problems are prominently manifested as follows: First, the macroeconomic management has many outlets. According to the current system of science and technology management in our country, more than 20 departments and agencies are involved in the regular work of science and technology. Due to the unclear definition of powers and the overlap of functions and the lack of an effective overall coordination mechanism, the issue of multi-disciplinary administration of science and technology, division of sectors, division of industries and fragmentation of sectors has become very conspicuous.
